ISG Annual Report 2025/26: from plans to delivery

The Northern Gas Networks Independent Stakeholder Group (ISG) has published its Annual Report for 2025/26.

The year marked the end of RIIO-GD2 and NGN’s preparation for the new RIIO-GD3 price control. Our work focused on influencing the final settlement, testing NGN’s readiness to deliver and overseeing the close-out of GD2.

NGN continued to provide strong core customer service. However, the ISG identified areas requiring further scrutiny, including affordability and energy debt, workforce and supply-chain resilience, environmental performance, innovation and the future role of the gas network.

We encouraged NGN to be more ambitious in its support for customers in vulnerable circumstances. NGN materially increased its vulnerability funding, creating the potential to support more customers. During GD3, we will focus on the outcomes achieved and the long-term sustainability of successful services and partnerships.

We also challenged NGN on shrinkage and leakage measurement (main source of carbon emissions), fleet electrification, workforce capability, data and AI governance, and whether innovation is producing measurable customer benefit.

Future customers continued to contribute directly through ISG members recruited from the Young Innovators Council, strengthening scrutiny of affordability, environmental choices, AI and the potential transfer of today’s costs to future billpayers.

As GD3 begins, our focus moves from plans to delivery. We will continue to test what has changed, who has benefited, what evidence supports NGN’s decisions and what risks remain.
