It is a real privilege to write my first blog as Chair of Northern Gas Networks’ Independent Stakeholder Group (ISG). Having been part of the ISG for some time, stepping into this role has given me an even greater appreciation of the insight, scrutiny, and challenge our members bring to NGN’s work.
August ISG meeting
We met on 4 August for our latest ISG session. Mark Horsley, NGN’s Chief Executive Officer, provided the operational update, covering NGN’s performance on safety, the environment, and customer service, as well as progress on energy futures and Ofgem’s draft determination. We discussed the importance of the enduring role of ISGs, how AI could improve efficiency, and how NGN can maintain frontier performance in the face of cost pressures. We also reviewed upcoming stakeholder events and provided early feedback on the October Stakeholder Conference. These discussions continue to show the value of independent challenge and the importance of keeping the customer perspective at the heart of decision-making.
Keeping the customer voice strong – now and in the future
One of the highlights of my first few weeks has been launching the recruitment process for our next Junior ISG members. This is something unique to NGN’s ISG and something we hope will be adopted by other regulated utilities. Since 2022, our Junior ISG members have given a formal voice to future customers in NGN’s decision-making, bringing fresh perspectives on affordability, intergenerational fairness, and long-term investment. We were delighted to receive applications from six outstanding candidates from the Young Innovators Council. The new members will build on the excellent legacy of Charlotte and Yvana, whose insights have influenced NGN’s approach to net zero, affordability, and inclusion, and who have helped shape the recruitment process to ensure the role continues to have real impact. The paid role is designed with structured mentoring, full participation in meetings, and a clear pathway to influence NGN’s strategy. We are looking forward to welcoming two new young people who will continue this legacy and strengthen the link between the ISG and the Young Innovators Council.
Engaging with stakeholders
In recent weeks we have attended a range of events, from the Vulnerability and Carbon Monoxide Allowance Showcase to NGN’s annual Open Day on Sustainability, and we have provided NGN with detailed feedback on the October Stakeholder Conference plans. Our focus has been on ensuring the event avoids vague slogans, highlights tangible regional delivery such as the DSP model, and addresses public trust directly. We have encouraged NGN to clearly state its frontier performance, be transparent about the purpose of the event, and make sure diverse stakeholder voices are represented.
Responding to Ofgem’s Draft Determination
The ISG has drafted a detailed response to Ofgem on the enduring role of ISGs during RIIO-3 and future price controls. We believe ISGs should be formalised by Ofgem as a permanent feature of regulation, with a clear mandate to challenge company performance, support stakeholder engagement, and scrutinise delivery against consumer outcomes. This should apply not only during business plan development but throughout the entire price control period. With Ofgem facing high staff turnover and the resulting loss of institutional memory, well-composed ISGs offer stability, sector knowledge, and a strong, independent voice for customers. I will be raising this point again at the Ofgem ISG Chairs meeting on 18 August, alongside colleagues from across the networks.
Looking ahead
Over the next few months we will continue our programme of deep dives, contribute to NGN’s engagement activities, and finalise the recruitment of our new Junior ISG members. A key focus will be the October Stakeholder Conference, where we will be looking to see what feedback a wide range of stakeholders give to NGN. I am looking forward to building on the strong foundations laid by my predecessor Jenny and ensuring our ISG continues to bring independent, informed, and constructive challenge that helps NGN deliver for its customers.
